I.Context of the mission
M decins du Monde (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. The goal of MdM F is to intervene in the Mediterranean Sea throughout a humanitarian action including a ground and sea intervention as well as an advocacy dimension.
The crossing of the Mediterranean Sea by migrants is a phenomenon that has existed for over 20 years. It has increased a lot since the Arab Spring; where over 50 000 people have landed on the island of Lampedusa. Since then, the escalation of conflicts, in particular in the Middle East and the hardening of home and protection policies in European countries exacerbate this phenomenon.
In 2015, UNHCR estimated at nearly 1,000,000 the number of migrants who crossed the Mediterranean Sea. Among them, more than 150 000 landed in Italy. In that year, the number of people dead or missing in the Mediterranean is estimated at over 3 750 making it the deadliest sea in the world. Number that we can assume widely underestimated. Migrants come mainly from the Middle East (Iraq, Syria, Afghanistan, Pakistan, Egypt), the Horn of Africa (Eritrea, Somalia) and, to a lesser extent, North Africa (Tunisia and Egypt) and Saharan. MdM has open a mission in Italy end of 2015 and is developing activity for migrants on the ground (South of Italy) and at sea (Search and rescue project).

II.Human Resources of the mission
The team is composed by:
A general coordination based in Rome
A team to implement the project for access to health for migrants in the south of Italy (13 staff)
staff for the save and
A team to implement the search and rescue project with our partner SOS M diterran e (on the boat: a medical field coordinator, a medical team, a welcome team and a communication officer)

III. Overall responsibility
The Administrative and Financial Coordinator works under the direct responsibility of the General Coordinator. She/he is responsible for the overall management of HR, administrative, logistics and legal s aspects of the mission in order to guarantee rigorous and transparent procedures and management, to fulfil the objectives of the mission and to respect MdM guidelines. The Administrative and Financial Coordinator works in close collaboration with the Finance Coordinator and technical advisers at the headquarters.

IV. Duties and Responsibilities

1. Legal framework Management
Represents the organization towards local authorities, in coordination with the General coordinator;
Ensures the application and respect of the Italian and maritime laws within all MdM Operations in Italy and in the sea (e.g. INGO Registration, Staff Residency Card, Staff Work Permit, Staff Social security, etc.);
Ensures that the organization is paying and/or exempted of tax, as much as possible;
Is the main contact to MdM Lawyer, verifie and approve that all types of contract (staff, supplier, partner agreement) are conformed with local regulation;

2. Human Resources and administrative management of staff
Ensures all HR Regulation and Policies are updated, develop new ones when necessary, propose policy adjustment if needed (e.g. salary grid revision). Ensure that each staff member as a proper contract and job description;
Ensures the application of MDM rules for the national staff (administrative formalities, recruitment process, contracts, constitution of individual files, briefing of new employees, confidentiality of HR information )
Ensures that organizational charts are updated on monthly basis and are conform to MdM classification grid
Ensures the recruitment of the necessary personal
Supervises and build the capacities of the national administration team
Supervises the renewal of all the employment contracts of local staff, according to the national law and to MDM rules and policies
If necessary, handles together with the General Coordinator, disciplinary actions as per MDM s terms and conditions of engagement
Ensures the payment of MDM employees on due time and of social contributions of MDM as an employer

3. Finance and accountancy management
In charge of Accountancy and treasury : Maintains the accountancy of the programs with the strictest respect of MDM and Donors procedures, Manages MDM bank accounts in Italy, Elaborates monthly cash request for the program
Elaborates the monthly budgetary follow-up
Ensures on a daily basis the correct use of funds allocated to the mission
Provides financial validation to the purchases required by the medical and logistics team according to the MDM and DONORS procurement procedures
Under the supervision of the General coordinator, and in collaboration with the Financial Coordinator in HQ, elaborates the MDM annual budget for the missions, and works on periodic amendments
Ensures, together with the coordination team, the regular reporting of MDM activities to donors locally represented
Contributes to the country monthly report for the financial part;
Ensures that copies of all legal documents and contracts are forwarded to HQ in a timely way. This list of activities is not exhaustive and may change depending on the situation.

V. Profile

Experience of minimum 3 year in a similar position
experienced in drawing and monitoring significant budgets from different donors, in negotiations and relations with local partners and authorities in a moving and difficult legal, administrative and political context
Experience in supervision and team management

III. Duties and responsibility
As the program coordinator, you are in charge of:

1/ Management, monitoring and reporting
you supervise the program activities regarding the search and rescue project in the Mediterranean sea, especially the medical part, you are the main focal point for the boat team on the ground. You are in charge of the management of all logistic and programmatic issues on the ground.
you monitor and evaluate the overall program implementation, including data management and analysis
you reinforce the acceptance of MdM program amongst community, district, local and national authorities
you ensure and supervise any research work/assessment in the field, in coordination with the general coordinator and HQ technical advisors
you supervise all necessary internal and external reporting (support to compiles and finalizes monthly sitreps and contributes to donors narrative and financial reporting)
you propose and design potential interventions and/or re-orientations when needed
you collaborate with the rest of the coordination team on a regular basis to determine and adapt the program s strategy

4/ Management of human resources and security
you are in charge of the medical team onboard, you are the focal point on the ground
you apply in close cooperation with the administrative coordinator MdM s Human Resources policies in line with the Italian labour law
you develop the team s skills by working on training needs under the coordination of the general coordinator and the supervision of the HQ, you recruit, brief, supervise and perform evaluations of national staff when needed/requested
you analyse how the situation develops, liaise with other organizations on security and, with the general coordinator, determine any changes to the security plan and security related to the program

5/ Overall management of finance accountancy and logistics of the Program
you ensure financial, administrative supervision of the project in close collaboration with the administrative coordinator
you ensure logistic supervision of the project in close collaboration with the admin coordinator and the logistic coordinator
you define MdM annual budget of program with the administrative coordinator and under the supervision of the general coordinator

6/ Representation
in close coordination with the general coordinator you represent MdM-F to Italian authorities and partners when required

7/ Donor and fundraising (in coordination/collaboration with the general coordinator)
you assess potential donors and initiate and follow up on fundraising process
you take lead in proposal writing and budget preparation of the program
you comply to donor contracts; donor reporting, follows up specific agreements and guarantees that the contract of objectives defined by the donors is fulfilled and that contractual obligations are respected

8/ Legal management
you support the general coordinator in the development and signing of an MOU with the local authorities and stakeholders
you anticipate and ensure renewal of all administrative agreements, licenses, permits, authorizations regarding the program

IV. Profile recherch
Master Degree in Humanitarian / Development / Social or political sciences, or Public Health
at least 3 years of experience in the field of project management and of team management.

III. Duties and responsibility
As the Logistic coordinator, you are in charge of:
Supply chain management and daily logistical management-
You handle the supply Management for the project: reception of orders, selection of the procedures needed, purchasing, packaging, organising transport and delivery
You apply and ensures compliance with MDM and Donors procurement procedures
You create and archive complete procurement files
You develop lists of suppliers and price lists regularly updated with a market analysis twice a year
Storage Management: you ensure a functional and documented storage system, based on procedures and a regular supervision.
Base Maintenance (guesthouse/office): you ensure the regular orders for the guesthouse, the maintenance as well as the development of facilities when needed.
Equipment Management: you supervise a clear distribution, installation and monitoring of materials, guarantee a proper communication and IT equipment and its maintenance, as well as a regular back up and data protection system.

Stocks management / Storage:
You are in charge of monthly inventory logistics stock
You apply and ensure compliance with procedures managements MDM stocks (storage and inventory)
You Follow the regular maintenance and proper use of different equipment: hardware, satellite, energy etc

Transportation / Vehicle Fleet Management:
You guarantee the availability of vehicles fully equipped and secured for people and materials.
You coordinate maintenance, monitoring, repair of vehicles
You apply and ensure compliance with vehicles managements procedures of MdM
You prepare monthly fuel consumption
You manage the purchase, hire additional vehicles if required
You recruit and train drivers about the rules of MDM

The team management:
You supervise the entire logistics team
You participate in assessments, drafting / revision of job descriptions of logistics personnel according to changes of the program
You train and supervise the logistics team (logistician for the rescue on the sea, drivers, guards, cleaning lady) to MdM-F standards
You participate in the recruitment of logistics personnel

Safety and Security:
You support the Program Coordinator and the General Coordinator in security assessment in the project area and ensure that security rules are implemented, understood and followed by the team (both expat and national).
You ensure that safety rules are in place in all vehicle and premises, you facilitate the implementation of all decisions made by the coordination for security reasons
You ensure the understanding and application of security rules in place for the international staff as a national,
You make the sect briefings for all new staff and visitors (national and expatriate)
Make sure you safety and security of buildings MdM

PROFIL RECHERCHE:

WeWorld is a non-profit non-governmental organization for development cooperation, recognized by the Italian Ministry of Foreign Affairs; we are independent, non-denominational and apolitical. Established in Milan in 1999, WeWorld works in Italy, Asia, Africa and Latin America to defend and promote the woman and child rights. WeWorld collaborates with a network of other civil-society organizations to give the most vulnerable people a voice on the Italian and international political agenda, and we are involved in the main networks protecting children s and women s rights. WeWorld adopts the approach of human rights as a conceptual and methodological basis for its actions. WeWorld works in seven countries in the development Countries in collaboration with local partners in supporting or implementing projects designed to: protect children, ensure their access to education, to ensure their health and that of their mothers, promote the participation of children, gender equality and women s rights. Education and health are priorities, so the projects are based on a sponsorship program, which is implemented in pre-primary and primary schools for pupils aged 4 to 8.

Work Context

WeWorld works in Nepal since 2010, namely in Kathmandu; Kaski; Sindhupalchok and Kavre districts to promote the access to quality education to every child. The program is funded through a Long Distance Sponsorship Program, and is implemented by local partners. The action wants to improve the quality of the education to 12.000 children, improving the school infrastructures, training the teachers, involving the community in the school management. We World Onlus has signed a General Agreement and a Project Agreement with the Nepal Government in September 2012, and a second one in October 2015. The office is based in Kathmandu, with 6 national staff. After the earthquake of the 25th of April 2015, We World Onlus has started an emergency program (6 months). In the intervention areas an high percentage of schools have been reported to be fully or partially damaged keeping out of classes most of the children. During the first 6 months after the earthquake, We World Onlus has focused the action on assuring the access to school to all children in the intervention area, building 63 Temporary Learning Centres, in Kavre, Siindhupalchock and Kathmandu district. The action of We World Onlus is now focusing on the reconstruction of schools, and support to the education system to assure the right to education to all children. In June 2016 a new project PEAK! Partnership for Equity and Access in Kapilbastu , co-funded by the European Commission [CSOs as partners in promoting enhanced equity and quality education in Nepal], will start. The project aims to enhance capacities of 18 local CSOs to promote equity and quality early childhood and basic education in 24 Community Schools (CSs) in 8 Village Development Committees (VDCs) in Kapilbastu District, in collaboration with local communities and local Government. The project will last 3 years and will be implemented in partnership with the Nepali NGO: Siddhartha Social Development Centre(SSDC), based in Kapilbastu, and Global Action Nepal, based in Kathmandu and expert in education.

Responsibilities
The selected person will be in charge of representing WeWorld in the country, coordinating the activities, and ensuring the compliance with WeWorld managing process. Being based in Kathmandu, he/she will run and develop the activities through frequent field missions.

Activities:
Management of the post-emergency program in Sindupalchock; Kathmandu and Kavre, assuring the access to education to all children in the intervention areas (reconstruction of school and support to the education system);
Start up and management of the PEAK! Partnership for Equity and Access in Kapilbastu
Coordination with the local authorities (Social Welfare Council, Ministry of Education and District Level Authority) and the international network (OCHA, cluster education);
Guarantee a constant communication between the local office and the HQ in Italy;
Guarantee the implementation of the Security Plan defined with the Logistic Manager.
Identification of partners and projects: to identify reliable partners, supervise them in drafting the project proposals to be submitted to WeWorld and to the Social Welfare Council;
Project monitoring and evaluation: to undertake regular visits to the project sites to gain a clear understanding of project conditions, requirements and constraints; to support WeWorld in evaluating of the projects; to supervise the partners in drawing up periodical and final reports;
Office Management and Logistics: to ensure adequate procedures in managing the WeWorld Office (human, financial and physical resources) and provide logistic support to the missions undertaken by the headquarters for different purposes;
Networking: to manage the relationship with the local authorities and to evaluate the possibility of creating partnerships with UN and other International agencies operating in the country;
Application of the procedures: to ensure the compliance with the Management Model and the Ethical Code adopted by WeWorld according to the Dlgs 231/01;

Experiences and Knowledge
Particular consideration to applicants with a previous experience in emergency context.
University Degree
Experience in management and implementation of international cooperation projects in the field (5 yrs), best if in Country Representative or Plan Coordinator Role.
Strong administrative competencies and good knowledge of the Accountancy procedures of the main international donors
Proved experience in writing projects for main donor agencies (UE, UN agencies, Ministries of Foreign Affairs, etc.)
Mastery of the relevant technical tools (ex. Project Cycle Management)
Preferably previous experience in management of child sponsorship programs
Preferably previous experience in childhood projects, especially focused on primary education
Preferably previous experience in emergency program
Italian mother tongue, proficiency in English both written and spoken
Excellent in Excel
